Petroleum Licences

What are petroleum products?

Petroleum products are referred to in the Act as including:

  • Motor spirit (leaded, lead replacement and unleaded fuel)
  • Diesel fuel
  • Liquefied petroleum gas


Who is affected?

Any person or firm who is in the business of selling, keeping or making prescribed retail sales of petroleum products is required to be authorised under an Annual Licence for these activities. Annual licences generally apply to petroleum re-sellers (eg. service stations).

Keep and Sell Licence

SafeWorkSA administers petroleum Keep and Sell licences.

Wholesale Licence

If you are a wholesaler of petroleum products, you will need to be licensed for the purposes of making subsidy claims. These licences are generally issued to petroleum product manufacturers, importers, distributors and fuel agents. There is no fee for a wholesaler's licence.

If you are a wholesaler of petroleum products you should contact the Compliance Branch of RevenueSA on 8226 9729 for an application for a Wholesale Licence.

Petroleum Subsidies

The SA Government pays subsidies for two zones. Those zones are as follows:

Zone 2 - is that part of the State (excluding Yorke Peninsula) between 50 km and 100 km from the Adelaide GPO;

Zone 3 - is that part of the State (including Yorke Peninsula) over 100 km from the Adelaide GPO.

State Fuel Subsidies are passed on at the point of sale. (i.e. When the service station purchases fuel from a manufacturer/distributor the cost price is reduced by the value of the appropriate subsidy. Therefore when a consumer purchases from the service station the subsidy has been incorporated into the purchase price. Similarly where fuel is purchased directly by a consumer from a distributor the purchase price incorporates the subsidy applicable).
