Standard Business Reporting
What is Standard Business Reporting?
Standard Business Reporting (SBR) is an Australian Government initiative to reduce the business-to-government reporting burden.
SBR:
- allows reporting to government agencies directly from your financial, accounting or payroll system, provided your software supports SBR;
- makes business financial reporting easier to understand with a single reporting language; and
- will provide a single secure online sign-on, AUSkey, for users to report electronically to all of the agencies involved.
The agencies participating in SBR are the Australian Taxation Office (ATO), the Australian Securities and Investments Commission (ASIC), the Australian Prudential Regulation Authority (APRA) and all state and territory government revenue offices.
RevenueSA SBR functions
From 1 July 2010 RevenueSA will be able to accept the following lodgements through your business system, if it is SBR-enabled:
- 2010-11 Payroll Tax Monthly Returns; and
- 2010-11 Payroll Tax Annual Reconciliation (Due 21 July 2011).
What do you need before you can lodge through SBR with RevenueSA?
- SBR-enabled software;
- AUSkey credential; and
- RevNet access.
1. SBR-enabled software
Financial Management software providers have the choice of SBR-enabling the two types of RevenueSA payroll tax forms listed above for SBR.
If you would like to lodge any of the two payroll tax forms listed above through your software, you will need to check with your Financial Management software provider that your software is SBR-enabled for that particular form and if necessary upgrade to the version of software that is enabled.
2. AUSkey
AUSkey is a single secure sign-on key for accessing on-line government services. It is common to all government agencies participating in SBR-enabled reporting and over time will allow you to login to a range of other business-to-government website services.
This will mean a single credential (e.g. user ids, PIN/passwords, digital certificates) for interacting with government rather than maintaining separate credentials for each agency interaction.
You will need an AUSkey to lodge forms with RevenueSA through your SBR-enabled software.
To register for an AUSkey visit www.abr.gov.au/auskey. This website will also help you learn more about AUSkey and find out which other government agencies accept AUSkey.
If you have an ATO digital certificate, you can use it to register for an AUSkey. See www.ato.gov.au/upgradetoauskey for details.
3. RevNet access
Before sending through your first payroll tax return form, we need to verify your identity by linking your existing RevNet user name to your AUSKey. This is a one off process that will happen when you logon to RevNet with your RevNet user name and password once your AUSkey has been activated.
Taxpayers who have an AUSkey linked to their RevNet user name, will be redirected to the Government Authentication Service site when they select the ‘logon’ button on RevNet. Here they will be asked to enter their AUSkey ID and AUSkey password details. Once verified they will gain access to the RevNet site.
When payroll tax return forms are sent through SBR from your software, RevenueSA verifies your AUSkey credential and receives your lodgement through our online system RevNet.
If you are authorised to use the RevNet Payment facility you can also authorise payment or generate a payment advice via SBR.
If you’re not already a RevNet Payment facility user, application forms are available as follows:
RevNet Payroll Tax Electronic Payment Authority (EPA)
RevNet Payroll Tax Electronic Funds Transfer (EFT)
RevNet Terms of Use
To use an AUSkey to lodge payroll tax forms via SBR (into RevNet), the RevNet Terms of Use, available at http://www.revenuesa.sa.gov.au/revnet/termsofuse.html must be accepted.
Intermediaries or agents lodging on behalf of a taxpayer
An intermediary is a third party (e.g. accountant, lawyer) that acts as an agent on behalf of a principle.
RevenueSA will allow an intermediary to act on behalf of taxpayers via SBR, subject to authorisation by the taxpayer. This will allow the authorised Intermediary to use their own AUSkey credential when lodging on your behalf.
A SBR intermediary application form including relevant Terms and Conditions, is available at: www.revenuesa.sa.gov.au/forms/prt_intermed.pdf
Will it cost me anything to use SBR?
SBR is accessed only from your accounting, financial or payroll software, and the government will not charge for the use of the SBR facility. However, you should check with your software provider to determine if there are any additional costs to make your software SBR-enabled.
